OGU/BOLO LGA MARKS ONE YEAR IN OFFICE WITH SWEEPING DEVELOPMENT REPORT

The administration of Chief Vincent Nemieboka, Esq., Executive Chairman of Ogu/Bolo Local Government Area, has released an account of its first year in office, listing projects and interventions spanning security, education, healthcare, infrastructure, electrification, water supply, youth and women empowerment, and traditional institutions.

Security and Peacebuilding

The council said it had set up and equipped community vigilante groups in Ogu, Bolo and Wakama, working alongside state security agencies and local leaders to curb crime. It also provides funding, accommodation and logistics support to the Police, DSS, FRSC, NSCDC, SIB and Immigration Service.

On the peacebuilding front, the chairman personally mediated disputes in Ogu and Bolo, and - working with the Tai LGA chairman - helped resolve a land dispute between Wakama and Kpogu communities. The council says it is also managing tensions between Ogu and Ekporo communities, and that Ogu/Bolo is now regarded as one of the most peaceful LGAs in the state.

Education

Education featured prominently in the report:

• Charkin Maritime Academy scholarships - 8 indigenes given full scholarships (tuition, uniforms, materials, accommodation, feeding), at a projected cost of ₦75 million over two years.

• Law School grants - ₦1 million awarded annually to each Ogu/Bolo indigene at the Nigerian Law School.

• First-Class graduate awards - ₦1 million yearly to each First-Class graduate of Ogu/Bolo origin.

• ₦16 million education grant distributed to 224 pupils and students through the Liberation Club of Ogu, with plans to extend the scheme to other communities.

• Tertiary bursaries - ₦150,000 per undergraduate, ₦350,000 for Master's students and ₦500,000 for PhD candidates, with verification underway ahead of a September 2026 rollout.

• Back-to-School Programme - a distribution of bags, sandals, notebooks and other learning materials to primary school pupils, to be led by Vice Chairman Dr. Eunice Alabo.

• School renovations - 6 of 10 government-owned primary/secondary schools fully renovated (Ele, Bolo State School, Bolo Town School, State School Ogu, St. Martin's State School Ogu, Chuku-Ama, and the Wakama senior secondary building).

• Teachers' quarters under construction at five schools, with four more school buildings slated for renovation afterward.

• Command Science Secondary School, Ogu fully renovated ahead of its take-off, with 60 solar-powered lighting poles installed.

• An assembly hall/CBT centre is being built at Community Secondary School, Bolo, to host WAEC/GCE exams locally.

Community and Council Infrastructure

The administration reported ongoing rural electrification of Ikpo-Ama, Opu-Ama and Ele (poles and cables installed; grid-connection towers 80% complete), electrification work linking Chuku-Ama and Nemieboka-Ama, and solar streetlights in Iwokiri, Bolo. It has paid ₦91 million in electricity bills to the Port Harcourt Electricity Distribution Company on behalf of communities.

Road and building projects completed include the Nemieboka Community Hall, internal roads in Wakama, Nemieboka, Ele and Opu-Ama, and a footbridge linking Opu-Ama to its health centre. The council is also supporting completion of the parsonage at St. Martin's Anglican Church, Ogu, with similar help planned for churches in Bolo and Wakama.

At council headquarters, work is ongoing on a Guest House, a two-storey Liaison Office/Guest House in Bolo, renovation of the Customary Court in Bolo, new office furniture, a refurbished Legislative Chamber, an ICT centre, and a 150KVA soundproof generator. Buses have also been substantially paid for to serve a mass transport scheme and staff transportation.

Environment and Water

A 400-metre drainage system was built at Mission Road, Ogu new layout, alongside regular desilting of drains and bush-clearing along access roads. On water supply, the council installed a 40,000-litre overhead tank in Bolo Town, rehabilitated facilities in Wakama, maintains supply in Ogu Town, and regularly funds diesel for water pumping.

Youth, Women and Livelihood Support

• Stipends of ₦30,000–₦100,000 paid to 1,500 youth beneficiaries.

• 60 youths sponsored for vocational training (welding/fabrication, electrical/electronics, masonry, plumbing) at the Rivers State Vocational Training Centre, at a cost of ₦90 million, with stipends and accommodation provided.

• Support for 65 new seamanship certificate applicants and renewals, at ₦1.5 million per beneficiary.

• 550 market women given ₦150,000 each under the first phase of the Women Economic Empowerment Programme.

• Fishermen supported with canoes, fishing gear and ₦200,000 in direct grants.

• A second empowerment phase is being planned for teachers, persons with disabilities, ex-servicemen, clergy, the elderly and widows.

Healthcare

Two Primary Healthcare Centres, each with staff quarters, are under construction in Ele and Owuogono. The council says it has remitted its 5% monthly healthcare allocation to the state board consistently, disbursing roughly ₦500 million to date, and is partnering with the state to renovate existing facilities.

Other health activities cited include hosting the 2025 World Toilet Day state event, two rounds of Maternal, Newborn and Child Health Week campaigns, a Measles-Rubella vaccination drive, support for a medical outreach with the O.B. Lulu-Briggs Foundation, World Breastfeeding Week activities, and monthly stipends for healthcare workers. A Health Authority Advisory Committee and an HIV Steering Committee have also been inaugurated.

Traditional Institutions

The council has remitted 5% of its monthly allocation to the traditional institution and says the chairman regularly consults chieftaincy leaders. Plans are finalised for reconstruction of an ultra-modern palace for the Amanyanabo of Ogu, expected to be flagged off by the end of October 2026, alongside renovation of the existing palace and furnishing of the new Bolo palace.

Looking Ahead

The administration described the year as producing a mix of completed and ongoing projects, and said its next phase would focus on finishing ongoing work, sustaining current interventions, and addressing outstanding development needs across the LGA.

DEMAND FOR IMMEDIATE RETRACTION AND APOLOGY.

We act as solicitors for Pamo University of Medical Sciences, hereinafter referred to as our client, and on whose behalf and instructions, we write this letter.

Our Client has drawn our attention to the malicious and defamatory statements concerning Pamo University of Medical Sciences which you made while presenting the 2026 Rivers State Appropriation Act, for the Governor's assent, today 3rd September, 2026 at the Executive Council Chambers of the Government House, Port Harcourt, wherein you stated with respect to Pamo University of Medical Sciences as follows:

1. That the Rivers State House of Assembly Committee considered the proposal of the sum of ₦6,000,000,000 [Six billion Naira] to Pamo University of Medical Sciences in the budget presented to the House.
2. That it was found that the Pamo University of Medical Sciences has not been transparent in the management of the funds allocated to it over the years and that the state cannot see what exactly has happened to the tax payers' money allocated to the university.
3. That you were told the University was invited by the House Committee but they did not come.
4. That the University did not present any record or report to the Rivers State House of Assembly.

Our Client informed us that contrary to your above referenced statements, your accusation is totally false and unfounded, and that, it has never at any time been invited by the Rivers State House of Assembly or any other body for that matter to defend the funds made available to it by the Rivers State Government, in fulfilment of the scholarship obligation to the Rivers State students.

 

Our Client further informed us that since the beginning of the scholarship scheme by the Rivers State Government for the benefit of Rivers State students on scholarship, the University has strictly and judiciously applied the scholarship funds for the sole purpose for which it was meant.

 

Our Client therefore feels thoroughly embarrassed, maligned, and defamed by your statements under reference, particularly to the effect that the management of the University has not been transparent in the management of the funds and has been evasive in defending the utilisation of the scholarship fund.

By your referenced statement, an average person would understand you to mean that Pamo University of Medical Sciences is an irresponsible and fraudulent institution that has not only mismanaged but that has diverted the fund paid to it by the Rivers State Government for the education of the students in that school.

There is no doubt from the foregoing, that your statements are not only defamatory of our Client, but same were maliciously made.

Therefore, based on the above, our Client has instructed us to demand the following from you:

1. The immediate retraction of the malicious statements concerning and in relation to our Client.
2. An apology to our Client for the malicious defamation and sullying of its integrity.
3. The above demands should be met within the next 24 hours upon notification of this letter.

Please be informed, that we have our Client's further instruction to immediately proceed to a court of competent jurisdiction to seek remedies against you, should you fail or refuse to meet the above demands within the above stipulated timeline. This we shall do without any further reference to you.

Mr. Isaac Audu-Usman has charged young people to cultivate the right mindset, discover their sense of purpose, and equip themselves with skills relevant to a fast-changing world, as he addressed participants during a mentorship session at the Joshua Generation International Youth Conference 2026, held at Okrika Grammar School, Okrika.

Speaking to the gathering of youths, Audu-Usman urged them not to let their background, financial circumstances, or present challenges define their future. He described resilience as one of the most critical life skills young people can develop, stressing that the ability to persist through adversity often separates those who succeed from those who give up.

A Call to Skills-Driven Growth

Audu-Usman encouraged participants to prioritize practical and digital skills, noting that today's world of work is increasingly shaped by problem-solving ability, technology, artificial intelligence, cybersecurity, leadership, and collaboration. He advised the youths to identify a niche, pursue excellence within it, and continually expand their knowledge base rather than remaining stagnant.

He also challenged them to stop waiting for formal employment before putting their skills to use. According to him, young people can create their own opportunities through volunteering, taking on projects, helping businesses solve real problems, and building portfolios that showcase their abilities to the world.

Character Over Cash

The mentor cautioned against making money the sole driver of career decisions. Instead, he stressed that experience, expertise, proficiency, and character are equally valuable investments - ones that pay long-term dividends even when immediate financial rewards are not obvious.

Purpose, Feedback, and Consistency

Audu-Usman charged participants to have clarity about their vision and purpose, remain teachable, and stay open to feedback. He also urged them to embrace failure as a learning opportunity rather than a setback, and to remain consistent in their efforts even under pressure.

 

The mentorship session formed part of the broader objectives of the Joshua Generation Youth Conference, which aims to prepare young people for the digital economy and position them to become problem-solvers, innovators, and responsible leaders in their communities and beyond.

At the 3rd Nimi Dimkpa Briggs Legacy Lecture held at the University of Port Harcourt, former Chairman of Nigeria’s electoral body, Independent National Electoral Commission (INEC), Prof. Attahiru Mohammadu Jega, delivered a thought-provoking lecture titled:

“Importance of a Credible Electoral System for Nigeria’s National Development.”

In his address, Prof. Jega emphasized that credible elections remain the backbone of democratic governance and sustainable national development. According to him, without transparency, accountability, and integrity in the electoral process, good governance becomes difficult to achieve.

He noted that:

A credible electoral system builds public trust in leadership.

Electoral integrity strengthens democratic institutions.

Free and fair elections promote peace, stability, and economic growth.

Weak electoral systems encourage political recklessness and poor governance.

Prof. Jega urged Nigerians not to allow frustration over past electoral shortcomings to weaken their commitment to democracy. Instead, citizens must remain engaged, vigilant, and focused on demanding accountability.

Many attendees echoed the sentiment that: Frustration must not replace hope.

Nigeria needs positive change and responsible leadership.

The reckless attitude of some politicians must be corrected through institutional reforms and active civic participation.

As the nation looks ahead to the 2027 General Elections, prayers and expectations are high that the process will be significantly better than previous elections. The consensus was clear:

If Nigeria fails to improve its electoral credibility, the consequences could deepen national challenges.

The legacy lecture also celebrated the values of excellence, integrity, and visionary leadership associated with the late Prof. Nimi Dimkpa Briggs. Many participants expressed hope and prayer that Nigeria will produce more leaders like Nimi Briggs, individuals committed to service, education, and national development.
